Circuit Court bill is law; Systemwide layoffs take effect June 2;
May 31, 2011 update: Gov. Lynch has signed HB 609 creating Circuit Court which integrates probate, family and district courts into a single administration. The Circuit Court is set to begin operation July 1.
Approximately 73 layoffs and retirements --budget-related reductions in all courts and administration -- take effect June 2, 2011.
In the Circuit Court reorganization, the number of clerks, deputy clerks and probate registers (clerks of court) is being winnowed down. Management-level court clerk or register positions, currently at 52, and 66 deputy clerk/register positions will be shrunk to 51 circuit court management positions (clerks and deputy clerks).
By court order, Hon. Edwin Kelly has been named administrative judge of the circuit court; Hon. David King has been named deputy administrative judge of the circuit court.

Innovation Commission recommendations, including the Circuit Court reorganization, and the beginning of development of the e-Court, greater use of video for arraignments and non-evidentiary hearings, and a centralized telephone call center are in the works for rapid implementation.
