Pursuant to 28 U.S.C. §358(c) the Judicial Council of the First Circuit hereby provides notice that it proposes amendments to Rule 7 and Rule 8 of the Rules of the Judicial Council of the First Circuit Governing Complaints of Judicial Misconduct or Disability. The purpose of the amendments is to adopt a procedure for referring petitions for review to a panel of the Judicial Council, as authorized by the Judicial Improvements Act of 2002, 28 U.S.C. §352(d). A copy of Rules 7 and 8 reflecting the proposed amendments, dated June 2003, can be found on the court’s Web site at www.ca1.uscourts.gov.

The First Circuit Judicial Council invites public comment to the proposed amendments. The deadline for submitting comments is July 21, 2003. Please address comments to:
