NH Bar Foundation Awards $1.3 Million in IOLTA, Justice Grants

THE NEW HAMPSHIRE Bar Foundation announced its annual Justice and IOLTA grant awards, and bid farewell to outgoing NHBF Chair Tony McManus at its board meeting May 22.

McManus passed the hat to his successor, Vice-Chair Emily G. Rice, of Orr & Reno, to mark the end of his one year tenure as board chair. McManus joined the NHBF Board 13 years ago, while serving as a governor-at-large of the NH Bar Association in 1988. He was elected treasurer of the Bar Foundation Board in 1991 and served in that role for six years before becoming vice-chair in 1999.

According to Tina Abramson, Executive Director of the NHBF, McManus was instrumental in "bringing the finances of the foundation out of the dark ages" and in creating a more "arm's length" relationship with the NH Bar Association, eliminating the confusion of the foundation's being under the auspices of the NHBA. He also steered the Bar Foundation's finance committee through the campaign to purchase and renovate the current Bar Center building.

In addition to McManus, other outgoing members of the NHBF Board include George Moore, Kevin Leach and Tony Soltani.

Steve Scudder will now serve as the board's vice-chair, Alan Cantor remains secretary and Richard Uchida will continue to serve as treasurer. Also joining the board will be Ruth Ansell, elected by the Bar Foundation directors, and Russell Hilliard, Eleanor Dahar and Patrick Harrigan from the NHBA Board of Governors.

The Bar Foundation this year awarded a total of $1,286,410 in IOLTA grants and $17,250 in Justice grants to various justice programs. Included was a $57,000 IOLTA grant to the NH Bar Foundation Law School Loan Assistance Program, established last year for qualifying attorneys at New Hampshire Legal Assistance (NHLA), Legal Advice & Referral Center (LARC) and Pro Bono Referral System. NH is only the fifth state to implement this approach to recruiting and retaining talented public interest lawyers. The additional funding through the IOLTA grant will allow the program to expand eligibility to include attorneys at the Disabilities Rights Center.

New Hampshire Legal Assistance

General Program Support - $955,740

General program support to preserve NHLA's ability to work for equal justice. Key goals in the coming year are enhanced efforts to recruit and retain the next generation of legal services lawyers and development of a more focused approach to the legal problems of New Hampshire's children and adolescents.

New Hampshire Pro Bono Referral Program

General Program Support - $112,200

General program funding to support efforts to ensure high quality civil legal services to New Hampshire's poor through the coordination of volunteer private attorneys.

Law School Loan Assistance Program

Loan Assistance for Legal Service Attorneys - $57,000

To preserve the Law School Loan Assistance Program and expand eligibility to include attorneys at the Disabilities Rights Center.

Franklin Pierce Law Center
Civil Practice Clinic

General Program Support - $56,000

General program support to help fund its mission of providing direct representation of indigent clients in a variety of civil legal matters through the law school clinic, to train law students to handle the legal needs of indigent and under-represented clients, and to instill in students the ethic of pro bono service.

Legal Advice & Referral Center (LARC)

General Program Support - $27,720

To go toward operating funds to ensure LARC's staff receives pay and benefits commensurate with other legal service organizations in New Hampshire. Also for membership dues to two national legal services organizations: Management & Information Exchange (MIE) and National Legal Aid & Defender Association (NLADA). Additionally, because LSC prohibits payment of non-mandatory bar association dues with its funds, a small amount is earmarked for NHBA section and local bar membership dues for LARC attorneys.

New Hampshire Bar Association Reduced Fee Referral Service

General Program Support - $26,250

Support for the Bar Association's efforts to meet the growing demand for reduced-fee legal services by lower-income families who cannot afford standard legal fees. The funds will be used to pay for overall program operations and staffing.

New Hampshire Pro Bono Referral Program

Domestic Violence Emergency (DOVE) Project Program Support - $16,500

This unique project provides free, expedited legal representation for low-income victims of domestic violence.

Public Education on the Courts and Legal Matters

New Hampshire Bar Association Law-Related Education Program

General Program Support - $35,000

Justice Grants

Community Support Network, Inc.

Legal Counsel Assistance - $7,000, funded in part by the NHBF's A.J. McDonough Family Fund and Hon. William F. Batchelder Fund

To provide funds to eligible families to cover the cost of legal services to assist and encourage families to develop future plans for their developmentally disabled son or daughter when they are no longer able to care for the child. Because of the unique nature of legal documents in this area, there are a small number of attorneys qualified to provide such services, making assistance unlikely through pro bono. This project addresses this unmet need.

New Hampshire Bar Association

CLE Scholarships for Pro Bono Attorneys - $5,000, funded in part by the NHBF's William A. Baker Fund and Advancement of Justice Fund

To sponsor two continuing legal education programs in the poverty law seminar series. One seminar will focus on representing tenants in evictions with the objective of preventing homelessness. The second seminar on domestic law is designed to equip volunteers with new tools and the latest information necessary to handle the high demand for legal assistance in family law matters. For the first time, the discounted tuition opportunities will be expanded to include reduced-fee attorneys.

Collaborative Law Alliance of NH (CLANH)

General Program Support - $3,000, funded in part by the NHBF's Advancement of Justice Fund, Richard P. Dunfey Fund and Hon. William F. Batchelder Fund

For first year start-up funds, as well as training expenses for this new organization that has been established to introduce and promote the competent and ethical practice of collaborative law in New Hampshire.

City Year New Hampshire

Young Heroes Program - $2,250, funded in full by the NHBF's Judge Richard F. Cooper Fund

To expand its Young Heroes program in Strafford County. Young Heroes provides safe haven and structured activities for middle school students, reducing the number of latchkey children and increasing the opportunity for these young people to be involved in programs that foster civic responsibility and social justice.
