Meet the Board of Governors

MEMBERS OF THE NH Bar’s Board of Governors for the 2001-2002 year began their tenure at the conclusion of this year’s Annual Meeting. This is the first installment in a series of interviews with this year’s board members.

Peter E. Hutchins,
2001-2002 President

Partner, Hall, Hess, Stewart, Murphy & Brown, Manchester; JD, Boston College, 1983; admitted to New Hampshire Bar in 1983; formerly partner with Wiggin & Nourie, Manchester, until 1998; served on Professional Conduct Committee as NHBA representative in 1999.

Years in practice in NH: 18.

Areas of practice: Plaintiff’s personal injury law, insurance law.

Bar activities: NHBA CLE Committee member; New Lawyers Committee; Board of Governors representing Hillsborough County, governor-at-large and secretary before being elected vice president in 1999. Serves on Bar Foundation Board of Directors; member of the NH Trial Lawyers Association; past officer of the Manchester Bar Association. Legal advisor for NH Board of Women’s Basketball Officials and member of the International Association of Approved Basketball Officials and NH Softball Umpires Association. Participant in Lawyer in Every School and other Bar volunteer programs.

Key issues facing Bar Association and legal profession:

The past session of the Legislature proposed some of the most comprehensive and far-reaching legislative initiatives related to the administration of justice, the composition and operation of the courts, and the practice of law in New Hampshire. At the same time, economic forces and advancing technology are reshaping how each one of us practices law.

Areas or initiatives you would like to pursue as a board member:

It is critical that we continue the hard work by the Bar leadership in the past year to address the issues raised by legislative initiatives under the rubric of "judicial reform." We also intend to continue the Bar outreach program that traveled to local Bar associations last year with a new program that will focus on these legislative issues. The Bar outreach program this year will not only provide Bar members with updated information on the status of these proposals, but will also seek to solicit and incorporate the views of members. We will also be encouraging – and providing information to – members to empower them to discuss justice system issues with non-lawyer members of the public. The Bar will also pursue other public outreach and education programs at this critical time in the history of our profession.

At the same time, our Technology Task Force and work on the Bar’s Web site will continue as the Bar expands its efforts to use technology to better serve the membership and to educate members on the use of technology in their practices.

Martin P. Honigberg,
Governor, Merrimack County

Of counsel, Rath, Young & Pignatelli, Concord; JD, Vanderbilt University, 1985; admitted to NH Bar in 1995; senior assistant attorney general, NH Attorney General’s Office, 1994-2000; assisted Gov. Jeanne Shaheen and the Legislature in crafting proposals to respond to Claremont II; defended the 1998 education reform legislation and the 1999 school funding legislation before the Supreme Court; member, NHBA’s CLE Committee. Newly elected in April 2001; two-year term.

Years in practice: Six. Also a member of Massachusetts Bar, D.C. Bar (inactive).

Areas of practice: Administrative law, litigation and appeals.

Bar activities: NHBA CLE Committee; participant in Lawyer in Every School and Mock Trial.

Key issues facing Bar Association and legal profession:

The first is the need to continually discuss judicial reform, the second is the Bar’s role in the relationship between the different branches of the government and the third is the importance of having a continuing discussion of how the profession has changed.

Areas or initiatives you would like to pursue as a board member:

Specifically representing the attorneys in Merrimack County, I want to decide whether it makes sense to have dues for public employees who end up paying them out of their own pocket, although I do support the dues increase for all other attorneys. I also think that a new method for amending the Bar’s constitution should be considered. I think it should be a little harder to make changes, especially when few Bar members show up to vote.

Theodore H. Parent,
Governor, Cheshire County

Theodore H. Parent, Attorney at Law, Keene; JD, University of Michigan, 1975; admitted to NH Bar in 1975; former assistant county attorney; member, Keene School Board, board of directors of the NH School Boards Association and board of directors of AIDS Services of the Monadnock Region. Newly elected in April 2001; two-year term.

Years in practice in NH: 26. No other state Bar memberships, but also a member of NH Association of Criminal Defense Lawyers.

Areas of practice: Family law, DWI and general practice.

Bar activities: Family Law Section; DOVE panel member; Pro Bono Referral Program; volunteer for Lawyer in Every School.

Key issues facing the Bar Association and legal profession:

A key issue is the crisis in confidence in our court system that started as a problem in the Supreme Court with Judge Fairbanks. I think it is very important not only for the legal profession, but our society as well, that we work hard to restore the public’s confidence in the court system. More specifically, I ran for the Board of Governors because I feel the board was too big city/big firm-oriented. The interests of larger firms are not necessarily the same interests that a solo practitioner may have.

Areas or initiatives you would like to pursue as a board member:

One area of interest is health insurance. It’s a big issue, especially for solo practitioners. I also want to work hard to bring the perspective of a solo practitioner to the Bar.
