Meet the Board of Governors
MEMBERS OF THE NH Bar’s Board of Governors for the 2001-2002 year began their tenure at the conclusion of this year’s Annual Meeting. This is the latest installment in a series of interviews with board members.
Russell F. Hilliard
Vice-President
Partner, Upton, Sanders & Smith, Concord; JD, Cornell, 1976; LLM, Taxation, Boston University, 1985; admitted to NH Bar in 1976.
Years in practice: 25 years.
Areas of practice: Litigation, professional discipline and insurance coverage.
Bar activities: NHBA Board of Governors, 1979-81; NHBA Professionalism Committee, 2000-present; NHBA CLE Committee, 1997-present; Rules of Evidence Committee; NHBA Legislative Counsel, 1979-83.
Other activities: Bar Foundation Board of Directors; Legislative Ethics Committee member, 1991-97, chair 1993-97; Board of Bar Examiners, 1981-90; NH Public Employees Labor Relations Board, 1980-86; Merrimack County Bar Association president, 1978-79; Fellow, American College of Trial Lawyers.
Key issues facing Bar Association and legal profession: Restoration of pride in the profession.
Areas or initiatives you would like to pursue as a board member: Improved court relations.
Michael L. Alfano
Governor, Rockingham County
Law Offices of Michael Alfano, Portsmouth; J.D., Boston College Law School, 1985; admitted to NH Bar in 1985.
Years in practice: 16 years.
Areas of practice: Sole practitioner focusing on family law, estate planning, guardian ad litem services and general litigation.
Bar activities: Member of NHBA’s Family Law Section; admitted to practice in New Hampshire, Maine, Massachusetts and Rhode Island.
Other activities: Court-appointed mediator and neutral evaluator; Inns of Court member; has conducted seminars for the National Business Institute and has written articles for NH Bar Journal.
Keys issues facing Bar Association and legal profession: I ran for Rockingham County governor because I believe that New Hampshire’s judicial system works extremely well under some extraordinary pressures. However, as a profession we need to begin an honest dialogue concerning enacting reforms consistent with the public’s legitimate expectations of the Bar and the judiciary.
Areas or initiatives you would like to pursue as a board member: One of my goals will be to improve the administration of justice by regulating the unauthorized practice of law. Furthermore, we can do a great service to the public by taking some of the mystery out of the judicial system by producing videotapes, CD-roms and other materials to educate pro se litigants regarding what they can and cannot do. The Bar can also make the association even more valuable by providing affordable, discounted health insurance for its members. Lawrence A. MacLeod, Jr.
Governor, Grafton County
Partner, Baker & Hayes, Lebanon; JD, University of Maine, 1991; admitted to NH Bar in 1991; also admitted to practice in Vermont.
Years in practice: 10 years.
Areas of practice: General practice.
Bar activities: Appointed one year ago to complete an unexpired term as Grafton County governor; elected to full two-year term in 2001. Active in Grafton County Bar Association and NH Trial Lawyers Association.
Other activities: Attorney representative to the NH Guardian ad litem Board.
Key issues facing Bar Association and legal profession: Civility and competence of the Bar. Independence, objectivity and reform of the bench. Pressure for de-unification of the Bar Association, association dues and costs, and the scope of services to members.
Areas or initiatives you would like to pursue as a board member: Enhanced communication between Grafton County lawyers and the Association. Addressing issues of professionalism with the bench and the Bar. Provision of Bar services for small firms and solo practitioners.
