New JCC Membership Finalized, Meeting Held
MEMBERSHIP OF THE newly formed Judicial Conduct Commission created by the Legislature has been finalized and the group was scheduled to hold its first organizational meeting on Monday, September 17.
As the first person appointed to the committee, Margaret Lynch of Keene, a Gov. Shaheen appointee, said it was her responsibility to call the first meeting.
The role of the new 11-member commission, which was established by the Legislature in the 2001 session, is to review conduct complaints made against judges.
In addition to Lynch, members of the commission include: retired Superior Court Justice Arthur E. Bean, Jr. of Bedford, Salem District Court Judge John A. Korbey and Merrimack County Probate Court Judge Richard A. Hampe, all appointed by the Supreme Court; John Grimes of Dover, appointed by Shaheen; former state Sen. Mary Brown of Chichester and Thomas Moses of Keene, both appointed by Senate President Arthur Klemm; former state Reps. George Hurt of Gilford and Donna Sytek of Salem, appointed by Speaker of the House Gene Chandler; and attorneys Joseph McDonough, III of Manchester and Kimon S. Zachos of Manchester, both appointed by the NH Bar Association.
The new JCC, which will be administered independently of the Supreme Court, was created by the passage of SB 197 and is similar in concept to the autonomous Judicial Conduct Commission recommended by a court-appointed task force chaired by attorney Jack Sanders and Father Jonathan DeFelice, of St. Anselm's College. The Legislature has authorized a $375,000 appropriation to fund the new entity.
