NHBF News: Hilliard Is New Chair of NH Bar Foundation Board

Russell F. Hilliard of Upton & Hatfield, LLP, Portsmouth, has been elected chair of the New Hampshire Bar Foundation board of directors for a one-year term. Hilliard took office on June 1, 2006. He has served as vice-chair of the Bar Foundation during the past year and has served on the board of directors since 2001, with a one-year sabbatical in 2004-05. As a partner at Upton & Hatfield, he practices law in the areas of litigation, commercial law, insurance law, and mediation.
The Bar Foundation is the single largest financial supporter of free or low-cost civil legal services and law-related education in New Hampshire. Since its founding in 1977, the Bar Foundation has invested more than $20 million dollars in organizations assisting New Hampshire residents.
Hilliard takes office just as the Bar Foundation embarks on a renewed commitment to its mission of ensuring equal access to justice for all New Hampshire residents. As the Bar Foundation approaches its 30th anniversary in 2007, Hilliard says he is “inspired by the energy and commitment of the board, and within the state generally, to expand and improve the availability of legal services to the underserved.”
Commenting on his interest in leading the Bar Foundation board, Hilliard said, “I’ve spent a lot of my professional life involved in New Hampshire Bar Association activities in an effort to help lawyers. Now I’d like to spend some of my energy on getting legal services delivered to those in need. I look forward to working with the board as we strive to put the Bar Foundation’s revenues to the best use.”
Hilliard notes that the Bar Foundation is the only non-governmental public interest group whose mission is solely focused on ensuring equal justice for all. “In the interest of societal justice, the rights of all citizens, rich or poor, need to be protected. The Bar Foundation is able to fund and convene dozens of agencies and programs in pursuit of justice,” says Hilliard. “There are two vital reasons lawyers and others should directly support the Bar Foundation’s fundraising efforts. First of all, the Foundation plays a significant role in the efficient and effective running of the justice system by funding organizations that provide legal counsel to thousands of people who would otherwise appear in court pro se or give up because they cannot afford to hire an attorney. Second, lawyers are in this profession because they see the value of a society that is ordered and has respect for the justice system. Anything we can do to support the stability of this system is money well spent.”
Hilliard is a past president (2003-2004) of the New Hampshire Bar Association. He is chair of the New Hampshire Legislative Ethics Committee; a Fellow of the American College of Trial Lawyers; and a member of the American Arbitration Association panel of arbitrators; a member of the Merrimack County Bar; the American Bar Association; and a former member of the NH Public Employees Labor Relations Board.
