NH Bar Foundation Awards $1.3 Million in IOLTA, Justice Grants
NH Bar Foundation Awards IOLTA and Justive Grants
THE NEW HAMPSHIRE Bar Foundation announced its annual Justice and IOLTA grant awards and bade farewell to outgoing board members at its NHBF Board of Directors meeting May 22.
Richard Uchida leaves the NHBF Board of Directors after serving a total of six years in various positions, including as treasurer for the last three years. Also leaving the board are Greg Robbins, who served most recently as immediate past president of the Bar Association, and Maureen Manning, having completed her term as a governor-at-large of the Bar Association.
Replacing Uchida as treasurer will be board member Ruth Ansell. New incoming members of the Bar Foundation Board of Directors: Jim Gleason will join the board by virtue of his position as vice president of the NH Bar Association for FY 2003; Richard McNamara will join by virtue of his position as secretary of the Bar; and John Andrews will join by virtue of his position as a governor-at-large of the Bar Association.
The Bar Foundation this year awarded a total of $1,314,463 in IOLTA Grants and $26,510 in Justice Grants to various justice programs, an increase from last year’s awards of $1,286,410 and $17,250 respectively. The Bar Foundation’s IOLTA grants program continues to provide the majority of funding for New Hampshire civil legal aid organizations, enabling thousands to obtain access to justice. IOLTA is also supporting public outreach efforts by providing funding to help the NH Supreme Court finish its new Web site, and by providing funding for NH Public Radio to purchase equipment that will aid in broadcasting court proceedings more frequently.
Following is a list of the Justice and IOLTA grant awards by the NH Bar Foundation for the fiscal year June 1, 2002 to May 31, 2003.
INTEREST ON LAWYERS’ TRUST ACCOUNTS (IOLTA) GRANTS
Civil Legal Services to the Disadvantaged
New Hampshire Legal Assistance
General Program Support: $974,855
To preserve NHLA’s ability to work for equal justice.
New Hampshire Pro Bono Referral Program
General Program Support: $114,444
General program funding to support efforts to assure New Hampshire’s poor have access to high- quality civil legal services through the coordination of volunteer private attorneys.
Law School Loan Assistance Program
Loan assistance for legal service attorneys.
Amount Awarded: $63,140
To preserve and expand the innovative Law School Loan Assistance Program.
Pierce Law Civil Practice Clinic
General Program Support: $56,000
To help fund the law school clinic, which provides direct representation of indigent clients in a variety of civil legal matters, as well as training law students to handle the legal needs of indigent and under-represented clients, and to instill in students the ethic of pro bono service.
Legal Advice & Referral Center
General Program Support: $28,274
To go toward operating funds to ensure LARC’s staff receives pay and benefits commensurate with other legal service organizations in New Hampshire. Also, LARC seeks funds for membership dues to two national legal services organizations: Management & Information Exchange (MIE) and National Legal Aid & Defender Association (NLADA). Additionally, because LSC prohibits payment of non-mandatory bar association dues with its funds, a small amount is earmarked for NHBA section and local bar membership dues for LARC attorneys.
Reduced-Fee Referral Program
General Program Support: $26,250
Funding to support the Bar Association’s efforts to meet the growing demand for reduced-fee legal services by lower-income families who cannot afford standard legal fees. The requested funds will be used to pay for overall program operations and staffing.
New Hampshire Pro Bono Referral Program – Domestic Violence Emergency (DOVE) Project
General Program Support: $16,500
The Pro Bono Referral Program is seeking funds to continue the work of the Domestic Violence Emergency (DOVE) Project. This unique project provides free, expedited legal representation for low-income victims of domestic violence and serves as a clearinghouse for inquiries about legal resources.
Public Education on the Courts and Legal Matters
Junior Judge & Jury of New Hampshire
General Program Support: $5,000
This program provides high school students with an opportunity to view the inner workings of the judicial system from a judge’s perspective, as well as first-hand experience in the jury system by allowing students to participate in an actual courtroom jury trial. This request seeks funds to establish ongoing programs at the Hillsborough and Merrimack County Superior Courts.
Law-Related Education Program
General Program Support: $23,000
General support to continue core programming, including the Mock Trial competition, We the People competition and A Lawyer and Judge in Every School program.
New Hampshire Public Radio
Technology Grant: $5,000
To purchase equipment needed for NHPR to broadcast hearings from the New Hampshire Supreme Court, and other remote locations, that will help educate listeners about the judiciary.
State of NH Judicial Branch
Technology Grant: $2,000
Proposal requests funds for an independent contractor to provide data entry and page editing necessary to complete a year-long overhaul of the judicial branch Web site, which has been essentially static since its debut in 1995.

JUSTICE GRANTS
Disabilities Rights Center, Inc.
Amount Awarded: $7,000
Requests funds for second- year funding for the Coalition for Families Impacted by Mental Illness: Family Law Issues. The program’s goal is to improve access to and quality of representation for individuals with mental illness in New Hampshire’s family court system.
New Hampshire Legal Assistance
Amount Awarded: $1,510
For two service provider trainings to address the issue of elder access to the legal system and to increase the providers’ and consumers’ awareness of legal issues facing senior citizens.
NH Commission on the Status of Women
Amount Awarded: $4,000
Requests funds to revise, expand and reprint "A Legal Handbook for Women in New Hampshire."
Justiceworks
Amount Awarded: $3,000
Proposal seeks support for evaluation and initial improvement of practices that affect New Hampshire children with disabilities who are subject to delinquency petitions.
New Hampshire Pro Bono Referral System
Amount Awarded: $2,500
Requests funding to support two continuing legal education seminars. The first will address representing clients with mental illness and the second will focus on disability law, from Social Security to the state’s disability welfare program.
