District Court Judges Recognized for Service
 

TWO NH DISTRICT Court judges were recently honored for their work on and off the bench.

Nashua District Court Presiding Justice H. Philip Howorth was the recipient of the Dr. Roger M. Fossum Award given at the 10th Annual NH Attorney General’s Conference on Child Abuse and Neglect held this summer. The award is given each year in honor of the late chief medical examiner for NH and recognizes an individual who "has made an outstanding commitment to collaborative multidisciplinary efforts to improve services to children affected by abuse and neglect in New Hampshire."

Judge Howorth has been a member of the NH Bar since 1958 and presiding justice of Nashua District Court since 1984. He will retire from the court in July 2003.

According to his nominators, Howorth "has a vision and a belief that by our implementing change, these vulnerable children can become productive members of our society and the vicious cycle of child abuse will be broken."

"Despite the number of cases, and the pressure to move them through the system, it is very clear that Judge Howorth does not see case numbers, but the faces behind the numbers, recognizing the difference between the expedient thing to do and the right thing to do," said his nominators.

"Throughout his years on the bench, Judge Howorth, through his compassion for each child and the integrity of the process, has insured the meaningful participation of each child and family. The fact of the matter is that after all is said and done, no child leaves Judge Howorth’s court without receiving the best the judiciary and humanity has to offer. [His] upcoming retirement will leave an immense void in the juvenile justice system."

Retired Salem District Court Judge Urville J. Beaumont, who continues to practice law with Beaumont & Campbell in Salem, received the Greater Salem Chamber of Commerce’s top honor, the William A. Brown Distinguished Business Person of the Year Award, at the chamber’s annual dinner in October. Beaumont was recognized for his years of serving on several volunteer boards and organizations beginning in the late 1960s.

Beaumont currently serves on the board of trustees of Holy Family Hospital in Methuen, Mass., and as vice president to the board of directors of the Greater Lawrence Mental Health Center in Lawrence, Mass. His volunteer efforts span 30-plus years working with numerous organizations and civic groups, including serving as director of the Merrimack Valley Chapter of AAA, director of Granite State Electric, trustee of Merrimack College in North Andover, Mass. and as a member of the Salem School Board and Salem Planning Board.

The Chamber’s William A. Brown Award was established in 1982. Brown was a prominent businessman and longtime volunteer in Salem.

Beaumont said that being named the recipient of this award was especially gratifying because in the past, it has recognized "a lot of people I admire." In summing up his years of volunteer work, Beaumont said he enjoys "the camaraderie and the people in the mix."

"You don’t do it for recognition or with a particular goal in mind. You do it because you enjoy it," he said.
