Bownes Forum: Triumph of States' Rights
ATTORNEY ERWIN CHEMERINSKY, director of the Center for Communications Law and Policy at the University of Southern California Law School, Berkeley, Calif., will be the featured speaker at the 11th annual Judge Hugh H. Bownes Forum on Civil Rights to be held on Monday, March 31, at 7 p.m. in the Giles Sutherland Rich Room at the Franklin Pierce Law Center, Concord.
Chemerinsky’s lecture, titled "Did the South Win the Civil War 150 Years Later?: The Triumph of States’ Rights in the Rehnquist Court," will focus on the affect of the 11th Amendment on the enforcement of federal civil rights laws. In particular, Chemerinsky will discuss the state of California’s claim that it is not subject to Title II of the Americans with Disabilities Act. A highly accomplished lawyer, teacher and scholar, Chemerinsky testifies frequently on issues of constitutional law and has authored several books on the subject.
Pierce Law established the Judge Hugh H. Bownes Forum on Civil Rights in 1992 as an annual commemoration of the writing of the Bill of Rights. Named after United States First Circuit Court Judge Hugh H. Bownes, the Forum is Pierce Law’s annual renewal of its dedication to the protection of individual rights and liberties, and its testimonial to a man whose life’s work is committed to these ideals.
