NH Courts Move One Step Closer to Electronic Case Management
THE NH COURT system recently moved a step closer to realizing the goal of acquiring a Web-based case management system.
The National Center for State Courts, acting as a consultant for the NH Administrative Office of the Courts, has compiled a list of requirements for the judicial branch’s new case management system and has written a request for proposals that the AOC will use to solicit bids from computer software vendors for a single trial court case management system.
The new system will replace a 1980s-DOS application still in use in many of the state’s courts. Upgrading court computers to Windows and using a browser-based case management system will allow the court system to eventually go online, offering electronic case filing and access to court records via the Internet.
The Legislature has appropriated $3.5 million for the technology project, which included upgrading to Windows.
According to Donald Goodnow, AOC director, the new case management software will be purchased this fiscal year – by the end of June – but its implementation will take several months. The AOC will probably ask a vendor to adapt its case management system to NH’s needs, and that customization, as well as staff training on the new system, will determine how long it will be before the new system is completely up and running. "We will install it one site at a time because staff will have to be trained. It will be a process rather than an event," said Goodnow.
The system requirements compiled by the NCSC include standards for civil, criminal, juvenile and probate cases, as well as electronic case filing standards. To develop the standards, NCSC Senior Court Management Consultant Christopher Shelton met with NH judges and court staff to develop a requirements list for the new system and to determine which elements of the current system should be carried over.
The NCSC has helped to develop court case management systems all over the country, and has drafted national standards for electronic case management systems.
