Judge McGuire received several nominations, all citing the work that she has done as head of the NH Supreme Court’s Committee of the Russian American Rule of Law Consortium since 1998. Comments from those nominations follow:
- Since 1998, Judge McGuire has made over a dozen trips to Vologda and made presentations on a wide variety of topics including judicial and legal ethics, bench-bar relations, media and the legal system, the role and duties of judges in the American legal system, jury trials, criminal laws and procedure (including specific offenses), probation, sentencing, plea bargaining, domestic violence cases, and administrative law. Under her leadership, the committee has provided technical assistance to the region’s court administrator to help improve the technology available to the courts.
- The need for an independent judiciary and dependable legal system is essential to the region’s moving into the world economy. It is this area where the overall effect of Judge McGuire’s activities has been felt. Her commitment and that of the entire committee to the rule of law serves as a support for our Russian colleagues in their efforts to improve their legal system.
- Face to face, personal relationships are important in Russian society. During her many trips to Vologda, invariably involving a long, slow train ride, Judge McGuire has earned the respect, friendship and trust of the judges, prosecutors, advocates, and others who have invited her into their courtrooms, offices and homes, and who have been her guests here.
