After graduation, Miller served as an in-house counsel for a large insurance company managing professional malpractice liability claims.
She and her family moved to New Hampshire in 1983. She served on the board of the Bow Athletic Association and was active in Bow school activities for many years. She was a member of the Bow School Board from 1988 to 1997, during which time Bow established its own independent SAU and constructed the town’s first high school.

She was employed as a researcher and committee legal counsel for the NH House of Representatives from 1991 to 1996. She served as house counsel under Speaker of the House Donna Sytek from 1996 to 2000 and under Speaker Gene Chandler from 2001 to 2004.
