Court News: Six Nominated to Judicial Positions

Governor Maggie Hassan has nominated the following NH Bar Association members to judicial posts, and the NH Executive Council was to hold a public hearing on the nominations Monday, Oct. 19.

Dorothy Graham of Manchester, who is currently managing attorney at the Manchester office of the NH Public Defender, and Mark Howard of Durham, a partner at Howard and Ruoff, were nominated to serve on the Superior Court. Judge Susan Ashley of Strafford, who currently works as a per diem Circuit Court judge, and Michael Garner of Sanbornton, a marital master, were nominated to serve on the Circuit Court. In addition, Kimberly Chabot of Henniker, Hooksett police prosecutor, and Barbara Maloney of Manchester, who practices mental health law, were nominated to serve as per diem Circuit Court judges.

It’s unclear how the appointments would affect overall judicial staffing, especially in the Circuit Court, said Deputy Circuit Court Administrative Judge David King. “The two full-time nominees are both sitting full-time today,” he said. “Upon confirmation, they will continue to sit the same number of days, but at an increased cost. We have more analysis to do in order to determine the number of per diem days that will be available in the budget, which is how we bridge the gap between total days needed and the number of days we get from our full-time judges and masters.”
