Supreme Court Orders

ADM-2015-0087
In the Matter of Cathleen M. Collins, Esquire

On November 13, 2015, this court issued an order, in accordance with Rule 50-A(2), for Attorney Cathleen M. Collins to file her 2015 trust accounting certificate and pay the fines assessed for late filing of the certificate by December 2, 2015, or be suspended from the practice of law in New Hampshire.

Attorney Collins has neither responded to the order, nor brought herself into compliance with Supreme Court Rule 50-A(2). Attorney Collins is hereby suspended from the practice of law in New Hampshire. The court hereby requires that Attorney Collins’ trust accounts and other financial records be audited at her expense.

Attorney Collins is ordered to notify her clients in writing that she has been suspended from the practice of law in New Hampshire and to notify the Attorney Discipline Office by Tuesday, February 16, 2016, that she has completed this task. On or before Friday, February 26, 2016, the Attorney Discipline Office shall advise the court if it believes that an attorney should be appointed to make an inventory of Attorney Collins’ files and to take action to protect the interests of her clients.

Dalianis, C.J., and Hicks, Conboy, Lynn and Bassett, JJ., concurred.

In the Matter of Robert W. Kuhl, Esquire

On November 18, 2015, this court issued an order, in accordance with Rule 50-A(2), for Attorney Robert W. Kuhl to file his 2015 trust accounting certificate and pay the fines assessed for late filing of the certificate by December 4, 2015, or be suspended from the practice of law in New Hampshire.

Attorney Kuhl has neither responded to the order, nor brought himself into compliance with Supreme Court Rule 50-A(2). Attorney Kuhl is hereby suspended from the practice of law in New Hampshire. The court hereby requires that Attorney Kuhl’s trust accounts and other financial records be audited at his expense.

Attorney Kuhl is ordered to notify his clients in writing that he has been suspended from the practice of law in New Hampshire and to notify the Attorney Discipline Office by Tuesday, February 16, 2016, that he has completed this task. On or before Friday, February 26, 2016, the Attorney Discipline Office shall advise the court if it believes that an attorney should be appointed to make an inventory of Attorney Kuhl’s files and to take action to protect the interests of his clients.

Turner to file her 2015 trust accounting certificate and pay the fines assessed for late filing of the certificate by December 4, 2015, or be suspended from the practice of law in New Hampshire.

Attorney Turner has neither responded to the order, nor brought herself into compliance with Supreme Court Rule 50-A(2). Attorney Turner is hereby suspended from the practice of law in New Hampshire. The court hereby requires that Attorney Turner’s trust accounts and other financial records be audited at her expense.

Attorney Turner is ordered to notify her clients in writing that she has been suspended from the practice of law in New Hampshire and to notify the Attorney Discipline Office by Tuesday, February 16, 2016, that she has completed this task. On or before Friday, February 26, 2016, the Attorney Discipline Office shall advise the court if it believes that an attorney should be appointed to make an inventory of Attorney Turner’s files and to take action to protect the interests of her clients.

Pursuant to Part II, Article 73-a of the New Hampshire Constitution and Supreme Court Rule 51, the Supreme Court of New Hampshire adopts the following amendments to court rules.

I. New Hampshire Rules of Criminal Procedure

(These amendments delete in their entirety the Rules of the Superior Court of the State of New Hampshire Applicable in Criminal Cases Filed in Superior Court and the Circuit Court-District Division Criminal Rules and adopt in their place rules of criminal procedure for all New Hampshire courts, except for those courts located in Strafford and Cheshire counties. The Strafford and Cheshire County Rules of Criminal Procedure that took effect on January 1, 2016 will continue to apply to criminal cases pending and filed in Strafford and Cheshire Counties. These new rules reorganize the rules applicable in criminal cases previously in effect and in general codify existing rules and practices relating to criminal procedure.)

1. Adopt the New Hampshire Rules of Criminal Procedure, as set forth in Appendix A.

2. Amend the preamble of the Strafford and Cheshire County Rules of Criminal Procedure, as set forth in Appendix B.

3. Delete the Rules of the Superior Court of the State of New Hampshire Applicable in Criminal Cases Filed in Superior Court.

4. Delete the table of contents of the Circuit Court – District Division Rules, Criminal Rules, and replace them with a note, as set forth in Appendix C.

5. Delete the Circuit Court-District Division Criminal Rules and replace them with a note, as set forth in Appendix D.

6. Amend the title of the “Rules of the Superior Court of the State of New Hampshire Applicable in Civil Actions,” as set forth in Appendix E.

7. Amend the table of contents of the “Rules of the Superior Court of the State of New Hampshire Applicable in Civil Actions,” as set forth in Appendix F.

8. Amend the preamble to the “Rules of the Superior Court of the State of New Hampshire Applicable in Civil Actions,” as set forth in Appendix G.

9. Amend Rule 101 of the “Rules of the Superior Court of the State of New Hampshire Applicable in Civil Actions,” as set forth in Appendix H.

Effective Date

These amendments shall take effect March 1, 2016.

Supreme Court of New Hampshire


In accordance with Supreme Court Rule 37(5)(a), the court reappoints Attorney Frederick J. Coolbroth, retired Superior Court Justice Peter H. Fauver, and Mr. Peter J. Kiriakoutsos to the Complaint Screening Committee of the Attorney Discipline System, to serve a second three-year term commencing January 1, 2016, and expiring December 31, 2018.

Justice Peter Fauver shall continue to serve as chair of the committee, and Mr. Peter Kiriakoutsos shall continue to serve as vice-chair of the committee.

In the Matter of Christianna M.L. Reed, Esquire

On December 22, 2015, Attorney Christianna M. L. Reed was suspended from the practice of law in New Hampshire for failing to file her 2015 annual trust accounting certificate and failing to pay late fees assessed for late filing of her certificate. Attorney Reed has now filed her 2015 annual trust accounting certificate and paid the late fees assessed. She has requested that she be reinstated to the practice of law in New Hampshire.

Attorney Reed’s request for reinstatement is granted. Attorney Reed is reinstated to the practice of law in New Hampshire effective immediately.

Dalianis, C. J., Hicks, Conboy, Lynn, and Bassett, JJ., concurred.
