Summary:
The New Hampshire Bar Association (NHBA) acknowledges that the proper functionality of its Information Technology-related systems, services, solutions, and equipment is of paramount importance to the efficient operation of the organization. The Information Technology Manager will provide strategic direction, administration, and oversight for the acquisition, development, operation, and integration of all information technology (IT) resources and services, including hardware, software, and supporting infrastructure to manage and deliver information using voice, data, print, web-based, and video collaboration tools. This role will be responsible for establishing and enforcing IT operating policies and procedures and managing the infrastructure to support the growing IT needs of the office.
Essential Duties:
- Report directly to the Executive Director.
- Oversee all information and design technology resources and operations, including the NHBA’s technology-related projects, networking and systems infrastructure and analysis, databases, hardware and software acquisition and integration, programming, and technical/end-user support and training.
- Provide senior management with information on new products and services and opportunities for improved technology and communication systems. Make recommendations, including preparing business case justifications and cost/benefit analyses for IT investments (initiatives and expenditures).
- Maintain current knowledge of relevant state-of-the-art technology, equipment, systems, and technologies driving the future of data and telecommunication networks and systems and web pages for the NHBA. Maintains knowledge and understanding of NHBA program objectives, operational functions, and inter-department relationships.
- Direct and provide recommendations to best practices operating standards, methods, and priorities for all technology matters.
- Responsible for identifying appropriate measurements and data points for evaluating the performance of the IT department programs and services.
- Ability to learn the technical components of the audio/visual equipment used by Professional Development in the production of their CLE’s (Continuing Learning Education programs) to serve as trouble shooting backup in case of technical issues.
- Oversee security and privacy of the information systems, communication lines, and equipment to ensure confidentiality, reliability, and security of organization data, proprietary information, and intellectual property. Brings issues forward to the attention of senior management.
- Research, design, and recommend technology-related solutions that meet the needs and requirements of the end users. Drive those projects from initiation through implementation to successful and timely completion.
- Develop a full understanding of the telecommunications system used by the NHBA and be able to troubleshoot and adapt to usage specifications during scheduled events.
- Oversees the Website and Database Coordinator in the development, design, operations, and content maintenance of the NHBA’s web pages and publications. Recommend and implement policies and procedures for improving electronic publishing, storage, and communication internally and externally with members and member groups.
- Develop the annual budget for the IT department in conjunction with the Controller and track all IT departmental revenue and expenditures.
- Foster cooperation, collaboration, and teamwork with NHBA departments and respective directors, managers, and staff to provide customer service orientation toward internal and external recipients of IT services. Continue to help fine tune the services provided to members through implementation of the LEAN process currently being utilized.
Education and Experience:
- Minimum of five years of experience managing an information technology and network systems department. Experience to include program planning, development, analysis, administration, evaluation, and budgeting.
- Bachelor’s degree from a four-year college or university with a degree in IT, computer science, or a related field. Master’s Degree a bonus.
- (Preferred) Microsoft MCSE / (MCE/MCA), HyperV Certified Professional (VCP) with Microsoft IIS web server, Microsoft SQL database server, Microsoft terminal servers, Azure Administration, and firewall/router configuration experience preferred. Proven experience in IT infrastructure, strategic planning and development, project management and policy development.
Qualifications, Knowledge and Trainings:
- Strong technical knowledge and experience of effectively overseeing administration of the following:
- Windows-based networking systems design, development, and maintenance for data, and VOIP.
- Knowledge of MS SQL relational database, as well as other legacy database technologies.
- Knowledge of how legacy and web-based systems interface with each other.
- Hardware and software problem resolution.
- Microsoft desktop and server operating systems and products.
- Administration and integration to cloud-based applications.
- Cloud-based Document Management Systems (Netdocs).
- Experience using cloud-based platforms such as Amazon AWS, MS Azure or other similar platforms.
- Business applications/software management systems, including ERP and Association Management Software (AMS) Systems.
- Cloud-Based Video Collaboration tools.
- Project Management best practices.
- Cyber Security, Privacy, Data Protection, and Regulatory Compliance.
- Proficient in implementing, administering, supporting, and maintaining:
- Microsoft Windows Active Directory Forest and Domain with a variety of MS Windows file servers, SQL database servers, web servers, remote access servers, other application servers.
- Virtualization Infrastructure (Microsoft Hyper-V).
- MS Windows 11 local and remote users utilizing a variety of client legacy and proprietary software applications.
- Microsoft 365 Suite with Advanced Threat Protection.
- HyperV and Microsoft SQL Server.
- Veeam Backup and Replication Enterprise Suite.
- CW SAAS software to perform recurring backups of Microsoft 365 Suite.
- Fortigate (and other firewall solutions), Internet security devices, and intrusion detection systems.
- .WAN communication standards, and TCP/IP networking protocol.
- Duo Multi-Factor Authentication (MFA) system, or other MFA/2FA system.
- Security Information Event Management (SIEM) systems and deploying SysLog servers and other automated Event Management analyzers/solutions.
- Intrusion Detection Systems (IDS), scheduling external and penetration testing.
- BitLocker data encryption services, Secure Socket Layer (SSL), Virtual Private Networks (VPN) and other encrypted secure data-communication standards for mobile computers, remote access & e-commerce.
- Ring Central enterprise telephone network helpful for monthly event use.
- Microsoft Teams collaboration services and Zoom video conferencing services.
- Multiple segmented wireless networks and the corresponding wireless routers and Wireless Access Points (WAP).
- Computer server room administration to include the monitoring of environmental control systems, power/electrical systems, and fire prevention systems.

- Ability to report to work during off hours for emergencies.
- Ability to position self for purposes of working on computer equipment.
- Ability to perform as a public speaker before a range of groups.
